Over eight years in strategy and growth, with work spanning more than 60 markets. At TG Cerber he is responsible for the product, the commercial model and go-to-market.

Technology
A graduate of MIPT in applied mathematics and computer science. CEO of OQTACORE. Since 2011 he has built industrial and product systems across very different stacks — from bioinformatics to enterprise infrastructure. He teaches a blockchain course at an MIPT department. At TG Cerber he is responsible for architecture and technical implementation.
Finance & Operations
A graduate of MIPT's Faculty of Aeromechanics and Flight Technology. A serial entrepreneur with banking and operational experience: former chairman of the board of a commercial bank, founder of companies in services, telecom infrastructure and printing — several of which still operate today as part of larger international groups. Director of OQTACORE SARL since 2018. At TG Cerber he is responsible for finance, legal structure and operations.
TG Cerber is built jointly by XFounders, XF Labs and OQTACORE. OQTACORE is a co-founding engineering partner, not a contractor.
Three of us have lost a Telegram account, or come close to it. Each time it looked different — and that is exactly why, taken together, they point to one conclusion.
In May 2025 Fedor lost an account holding ten years of work: thousands of chats, contacts, access credentials and agreements that existed nowhere else. The intruder's session had been sitting in his settings the whole time, one button away from being removed. He simply never opened that screen — as almost nobody does. The account was never recovered, and the hardest part was not technical: it was proving to people that he was himself again.
Dmitriy checks his list of active sessions more often than almost anyone. He saw an unfamiliar device there, found an explanation for it, and did not terminate the session. The account was lost anyway. Someone who notices a discrepancy tends to explain it rather than close it.
Fazil was targeted by a sophisticated social-engineering attempt: a cloned profile of a partner at a well-known fund, weeks of conversation, a call with an "analyst", and a document that asked him to run a terminal command to open it. The profile was checked on LinkedIn and looked genuine. No amount of vigilance would have helped here: at the moment the decision is made, nothing looks wrong.
Manual vigilance does not scale. It fails when nobody opens the settings. It fails when someone does open them and explains away what they see. And it fails when the request comes from someone you trust. That is why TG Cerber watches the session list for you and never leaves an unconfirmed login without a response.
